Default 69 Chevelle Speedo question

Restoring my 69 Chevelle. My question has to do with the little bowtie light in the top center of the speedometer. When I have my lights on, high, low or just instrument panel this little 'blue' light is always on. Is this correct or is it wired wrong, like is it supposed to be a high beam indicator? Thanks for any responses.

Is the ground attached to the metal on the back of the instrument cluster. In the other post you had it apart.

Here you go. I had to do all this except there is no 68 diagram. I used a 69 and part of a camaro for the a/c.

I'll bet somebody put the wrong light into the High beam location.
