Eric,
If the starter bolt is broke off flush in the block...try drilling on it on center with a reverse fluted drill bit. I did that a few times on the 540 and as soon as the drill gets into the bolt full diameter, the broken bolt will unscrew right out.
A 1/4" drill works fine and if you can't find any I have a few... :)
