the carb is definitely too big for the engine, however the size of the venturies has nothing to do at all with ease of startup, or idle quality. The carburetor may be at fault for the hard start condition you are experiencing (most likely a misadjusted or inopperative choke or fast idle) if you have money to spend i'd recommend a 550-600cfm carb.
