Default 396 oiling problem question

Just rebuilt a 69 396 engine, block had the works from hot tank, cam brgs, etc. New brgs, pistions, cam, everything new. The problem is that when the motor was trying to be primed there is oil just going to one bank and zero on the other bank, the rockers are just plain not getting oil on one bank. Have tried everything. Priming is getting 50psi on guage, oiling the hell out of one side dry on the other. Have tried everytihing, Putting in the dist. pulling plugs and turning over engine, still nothing helps. Talking to machine shop that did the work, swears all oil passages were cleaned, remembered having to rod out some because of block sitting for a numer of years. Running out of ideas to try to solve. Just thinking maybe to start engine and run it and see what happens. Was wondering if anyone out there has any ideas or has had this problem before. I have done many engine rebuilds but nothing like this...
