The JB weld will fill and adhere, but it may read through later after you paint the wheel.When the wheel is exposed to extreme heat, like the sun it will expand and sometimes the material you use to do the filling won't expand at the same rate. The stuff from Eastwood seems to be the favorite for others I have talked to about this. I was fortunate to have a doner wheel in which I would cut small pieces and use a special chemical that would locally melt the plastic and let it fuse back together. Even that would give a slight witness line over time. I didn't have to paint my wheel.You can use a small amount of regular body filler to fill in low areas or scratches, just keep it to a minimum and scuff it to give the filler somethng to bite too.
