Ya definitely something is off, he could do a compression test to see if he is getting 11:1...
i don't think it would be possible to get so little HP with 11:0 compression even with the worse possible cam... maybe the wrong heads where shipped? hard to tell if maybe got like 121cc head vs. 110cc ... and used a thick head gasket... cam could be clocked off a lil... 400hp motor isn't bad just not near his project 500+ if he ever figures it out let us know i would love to know.
