Help please Original block for my car

I bouhgt a small block out of a 95 camaro rs 1 1/2 year ago it only turn ones i need help please?
i bought this engine for 500 bucks from a mechanic he sure me the engine will run so i bought a new manifold carb and all the good stuff to make it carburatorso i guess i got f*** over by a mechanic so now a 1 1/2 year later my car is ready for this engine nothing happens .... when we tried turning the motor we notice it kept stopping in the same place so we turn the flywheel back to the original position that it was and turned it againg and stop on the same spot againg and againg and againg what does this mean is the motor trash now any tips
