Both doors are supposed to be used. the outer door usually stays open until the car is started, then opens again when you mash it to the floor. It basically uses a kickdown switch like a Th400 transmission. The inner door uses a solenoid to open and close and the outer uses the vacuum pod if I remember correctly. I think my ground up catalog has a picture of the complete kit with the hood for $600 all aftermarket parts to get you started on a conversion. They make most of the stupid little stuff you'd need to put it together

Berg's description is pretty good. The inner door, operated by the electric solenoid, stays closed when the engine off and open when running. As he said the outer door, the one on top of the hood is controlled by engine vacuum.
